Inquiry Regarding Visa on Arrival Eligibility

Good day.
I hope you are doing well. I am writing to inquire about my eligibility for a visa on arrival to your country.
I am an Afghan national and have been legally residing in Dubai, United Arab Emirates, for the past 26 years. I currently hold a valid 10-year UAE Golden Visa, along with a valid Emirates ID. In addition, I also hold a valid multiple-entry Schengen visa.
As I am planning to travel, I would like to know whether my current residency status and valid visas make me eligible to obtain a visa on arrival. I would appreciate it if you could confirm whether Afghan passport holders with a UAE Golden Visa and a valid Schengen visa qualify for this facility.
If I am eligible, kindly advise me of any documents I should carry, such as a return ticket, hotel reservation, proof of funds, travel insurance, or any other requirements. If a visa on arrival is not available in my case, I would be grateful if you could advise me on the appropriate visa application procedure before travel.
