To whom this may concern,
I will be travelling as the captain of a team at the end of September for a robotics competition held in Athens, Greece. My teammate carries a Philippine passport but resides in Rarotonga, Cook Islands, along with his team. Rarotonga is an isolated and very small island in the Pacific, so we do not have an embassy to process visas. How do we apply for a Greek visa for him if we don NOT have any local embassy to process the visa?
